I don't really eat breakfast buy for lunch I'm trying over night oats.
It's a mix of rolled oats chia seeds, honey & vanilla extract.
Is this an ok lunch meal for losing belly fat as well as 1 hour of walking daily?

It's not that bad, but really it's not the best meal for losing weight because it contains grains (oats) and sugars/carbohydrates (oats).
Better options for lunch:
1 cup cooked black lentils, seasoned with black pepper, red pepper, and pink salt. Add up to 4 oz of ground turkey or salmon. If you are vegetarian, add a fresh avocado instead. If you want a little sweetness, have a fresh raw bell pepper (red, yellow, green, orange, whatever color you like) and/or a carrot or two. Other good raw fruits and veggies are banana, apple, orange, cherry, plum, apricot, peach, nectarine.
One can of tuna mixed with up to 2 tablespoons of dijon mustard, black pepper, and salt to taste. You can add minced fresh red onion, green chives, black olive, and/or pickle. Same options as above for fruits and veggies, or think of some other fruits/veg that you might like. Pineapple, kiwi, broccoli (may give you gas if raw), jicama, green beans or snow peas. Raw is best!
1 cup of home made kefir (plain store bought kefir is okay, just beware of flavored kefirs which add a lot of sugar), mixed with a scoop of protein powder, and 5 grams each of : moringa powder, turmeric powder, spirulina powder, and/or creatine powder.
You could also eat low fat cottage cheese in quantities and it's very filling and is good for protein while being low in sugar and fat. A half cup is considered a serving, but at only 80-90 calories, you can have a cup or even two cups and still come in under 400 calories
I really also like cottage cheese mixed with a sugar -free protein powder. Gives it even more protein, and makes it into a dessert if the powder is something like strawberry, vanilla, or chocolate flavored.
I should also add it's fairly well recognized that you can't "target fat". Your body will lose fat in proportion all over the body. You don't see people with six pack abs and fat hanging off their arms. So rather than lose "belly fat", the goal should just be to reduce body fat, which will be reflected all over the body.
Yes it is. But this meal is preferred in the morning
