Enough for what? Better cardiac health? No. Enough to not be considered a couch potato? Guess that depends on which circles you hang in.
You must have a goal first before anyone can tell you if your workout is doing anything that you want it to do.
it's most certainly better than doing nothing. but there's room for improvement.

i think setting yourself arbitrary goals is pointless. focus on listening to your body. learn how much your body can handle. you can do that by undershooting and overshooting. you will first undershoot a lot or overshoot a lot. then you learn and next time you'll overshoot a little or undershoot a little. you do that over and over till you figured out the optimal intensity for yourself. from there, you slowly but surely increas and start your progress.
you will learn that within certain boundaries you can trade time for intensity and vice versa. like lower intensity but more time or higher intensity but less time. that way you can optimize your workout according to your needs.
20 minutes is enough if you are a beginner. No need of doing it beyond that if you are a person starting to exercise.
It's better than nothing, for sure.
