What you see here is grooming, a bird constantly has to groom its feathers. Just by optimal placement, a duck or any aquatic bird, is able to make a waterproof shield around it's body that is both aerodynamic and aquadynamic, it's also airtight and traps tiny air bubbles that aid in bouncy, and there are even many more functions that we keep finding out. So grooming is not just asthetic, but is of vital functional importance to the bird. Lastly, all feathers also sometimes get infested by feather mites (fleas), so the duck could be also trying to pluck out a mite, after which that area will again need a little grooming too.

The duck is oiling it's feathers so that it can float. They pick it up from their uropygial gland with their bill and then rub it all over their body so that they are hydrophobic.
It has an itch.. so the ducky had to scratch it.
That little duck is making sure he still has his tail feather, and when he finds it, he cleans it.
