There is so little good information that people just don't know what does and doesn't work. They do what seems reasonable to them.

A basic mask probably helps protect others a bit by catching droplets if you cough or sneeze.

But as far as I'm concerned, humanity lost the battle with COVID. We should have done so much better - but we failed.

Some companies still have in-house mandates so it could be that for a taxi driver

I think some do it for attention or reputation and not because they are scared of catching covid. They might wear it to make people trust them not to spread the virus knowing the type they use is useless at preventing disease.

I agree. I wore an N95 when COVID was going crazy and still did for a while until recently. Cloth ones do not make sense knowing what we know now.
