Maybe by doing chest exercises. When I lost a lot of weight by doing chest exercises, it really perked my breasts up a bit.

Push-ups
Lying Chest Fly
Plank shoulder taps
Standard chest press
Narrow Chest Press
Chest Squeeze

Creams and exercise are not going to help lift boobs. If that was the case, I would have perky DDs. You're only option is surgery, which is going to cost you in the thousands.

There's some elasticity your skin will have, so moisturizing consistently and some time for your skin to recover could help. Otherwise, you can consider plastic surgery to deal with the excess skin.
