Sounds like a good question to ask a Dr., especially one that specializes in tits.
It could be that they wear bras. There's a muscle at the top of each tit that's supposed to support her tits but, if the muscles don't get the chance to do their job, they'll get weaker and, when they're given the chance to do their job, won't be able to, very well.
Or, it could just be something to do with genetics. Maybe mom's always had saggy tits, too.
Or, it could have something to do with hormones.
