Some medial doctors are scientists. Most are not. While you have to study scientific principles to enter medical school, that doesn't mean you are actually a scientist. Science is about asking questions, forming hypotheses, designing experiments, carrying them out, collecting data, and publishing results. Medical doctors like engineers are trained in scientific principles and use their training and scientific knowledge to carry out their daily profession, but they aren't carrying out human experiments most of the time. Being that they have scientific training, they could act in the role of a scientist, but the medical profession generally limits their scope to executing what is already known to be semi-safe for human health. Doctors within the system have to follow guidelines, protocols, and structured procedures in medical care that are approved by their administrative staff. They don't get to do a lot of questioning... If they step out of line, they get shit canned and lose their licence. Personally I think doctors need to do a lot more questioning...
