Saliva always is produced, is constant... when we are young, talking about teens,20's,30's... always is easier to get rid of, or even sometimes wakes us up even from sleep and forces us to get rid of... As we grow older all that "getting rid of" gets in the back of our mind, as we have other things to "worry about", but it still there, and is still bothering us "when is too much of it" to the point that we cannot longer ignore it... Also saliva for us is like "grease" for our body, that helps keep "especially the upper body" running smooth when goes dry...

Did he live in an area like California where there are bad fires that cause smoke inhalation?

I used to do that a lot and cough up lots of stuff throughout the day, but after moving to Idaho for less than a year, it is about 1/4th as much now.

He might be nervous.. usually when I’m nervous I have troubles with my voice and I clear it constantly, so there is a possibility that it can be this also 🤷🏼‍♀️ or just a medical issue and he has to visit doctor

I did that when I had chronic diseases and survived in poverty with my abusive family.

It wasn't until I paid the medics out of my own pocket when I was 26 years old. Now where I am I enjoy free universal healthcare. I do not clear my throat nearly as often anymore.

It could be bronchitis, laryngitis, pharyngitis, tonsillitis. Hell i can't even remember these medical terms.

Him too? My, cause seems to be 'sinus' related with the result of sometime, throat irritation, and the 'debris' that drains down the throat from the sinus cavities over the eyes and the sinus cavities below the eyes... Can be a real nuisance.
