Best way to cool a bedroom without air conditioning?

Air conditioners work by removing humidity from the room, and I need the room to be humid and cold. Fans don't seem to be cutting it either because they dry whatever they blow on.

Any other ideas?

I need 60F/15.55C for temp and 75% humidity in my bedroom or I wake up dehydrated and with my nose stuffed up.
I used to just have a window AC on the other side of the house and a humidifier next to my bed, but the earth is a lot warmer these days, summers are getting hot af, today's window ACs struggle to cool even 1 room because modern refrigerants suck, and this apartment retains heat so well that even with an AC its 85 degrees in my bedroom unless I put it in my bedroom window

For anyone warning about mold, mold proof paint exists, and mold grows in rooms where its hot and humid, not cool and humid, and only in stagnant air on pourous surfaces.
