I've cut large, medium and small veinous roots under the paver patio however trees keep trying to bud through. Its not just actual roots causing paver imbalance but trees legit trying to grow there, one section has a bulge under the lawn fabric and its a bulbous sprout with over a dozen 'branches?' coming from the base of it. How do i permanently prevent the trees from trying to spread into this area?

Maple trees have shallow roots and will travel a long distance looking for water. Silver maples are the worst. They'll not only damage pavers and poured concrete, they'll also clog your sewage system. Roots are the main cause of clogged sewage and downspout drainage pipes.
You can try a root barrier. Dig down a couple of feet next to your pavers. I don't think you should dig right next to it though. Dig far enough away that it doesn't collapse the solid soil under the pavers. Install the barrier and fill it back in.
A lot of root barriers are only 12-15 inches. I'd try to get two feet deep.
Don't use the chemical barriers. They are nasty for the environment and might kill a lot more than a few roots.
Remember that roots are looking for water. So pay attention to your drainage patterns and address drainage that might attract roots to where you don't want them.
