Is a clothing optional beach the same as a nudist beach?

It's not the same, and the wording says it all. I can only speak for beaches in Europe, because that's where I'm living.

1) Clothed beaches. These are the most common ones, where everyone will be wearing swim trunks, a swimsuit or a bikini for women. Most women go topless anyway, no big deal and completely accepted. These are the beaches most will go to with their family. Little kids will often be completely nude.

2) Clothed optional beaches. You just do as you please. Some - men and women - will be nude, others clothed. You just mind your own business and accept it. These beaches are generally wider and can be several kilometers / miles long.

3) Nude beaches. The one I go to has a sign at the entrance, saying that no swim trunks or swimsuits are allowed. Also no kids allowed, and photography is strictly forbidden.

Yes. Clothing optional is probably the more accurate term, since I'm not aware of any beaches where nudity is mandated.

I go to clothing optional beaches every week and I have never seen a beach that was nude only. Most people are naked or topless but it isn't required. I have been to resorts that are nude only.

A nudist beach generally expects everyone to be nude, while a clothing optional beach lets people choose whether to wear clothes or not.

The key difference is choice versus expectation.

In UK yes, it basically means you can go naked if you wish, but it's not compulsory,,,
