That is super weird that your mom gets so bothered by what you wear. I mean yeah moms worry but it seems like she takes it to another level. The way she acts is making you uncomfortable and that's not cool. You should be able to wear shorts and stuff in the summer, it's hot out! Maybe try telling her directly that the way she comments on your clothes needs to stop. Tell her it's your body and your choice what you wear. If she keeps acting so strange about it, you could talk to another trusted adult like a teacher or your dad. No one, not even your mom, should make you feel embarrassed of your own body. Just wear what makes you comfortable and confident. Try not to let her behavior get to you - it says more about her issues than you. Stay strong!

If your skirt is too short like a mini skirt I side with your mother. Lot of weird people out there and it'd do some good to give them less to look at.
But if it's regular length skirts I think she's just a prude.
Ask yourself "Would a guy walking on the stairs behind me be able to see up my skirt?" If yes, your mother is probably right
