What does the wedding certificate have to do with holding a wedding?
If you want to get married, you can certainly do so in your own backyard and hire a marriage commissioner for $50. That's really the minimum cost it takes to get married.
If you're questioning the value of marriage as being just a piece of paper, you probably shouldn't be getting married in the first place. Weddings can be cheap and elegant (nice ceremony venue, rented dress and a simple reception without dinner), or it can be extravagant. It's only a waste of cash if you're spending money for a wedding that you don't WANT. If everything in the wedding is exactly what you want, how is that a huge waste of cash?
Yeah. Weddings can be excessively expensive, but it's way more than a piece of paper. Committing to someone legally, spiritually, and emotionally is a big deal.

Yeah, my old boss spent over 100K on his daughter's wedding. Though it was probably worth it to get rid of her.
