Non virgins can be pure too though, in my view, although not untouched.

No, non virgins just use a different color. Usually off white. And the veil represents the barrier that was between the bride and groom that is now gone when theu are married and the the groom raises the veil away from her face. Or in courser terms, their abstinence from sex that will now be gone. Hence why people who are already having sex don't get the veil.
