I don't want marriage, or kids, but, I think if i did, which I may eventually do anyway, just to make her happy, I think my dream way of proposing to her would be on top of Eiffel tower, in Paris. I'm American

Whoa, hold up now! Don’t EVER propose to a woman JUST to make her happy.
Let me tell you a story: A cousin of mine wanted marriage while her ex did not. But, you know what he did? Proposed to her just to make her happy. He didn’t actually mean it though. Thankfully, they’re no longer together.
So, basically, their relationship meant nothing to him.
So, please, don’t ever do that to your partner. If you don’t want marriage, be straight up. Don’t EVER lead her on and give her false hope because that’s not fair.
She knows, she's said she doesn't want it as well but, because she's done it before, makes me think she's just "saying it to make me happy"
Sounds like you got a rocky relationship if you both think that way about each other.
You’re basically in a relationship JUST to make each other happy. Not because you want to be.
Isn't that the point. TO MAKE EACH OTHER HAPPY
For me the location is not important. My dream proposal would be telling me that he will take care of me for the rest of his life and maybe some version the "marriage vows" like "in sickness and health etc".
The important thing is for him to be sure that he wants to marry me and that I am his dreamgirl.
Well, marriage, all of it, is "settling". You're LITERALLY settling down. That's why the old adage is "are you ready to settle down and have a family". So, I don't truly ever believe someone can be your "dream person", since we see divorce happening all the time but, I get your point.
In a National Park.
