Depends on how you define the word "single". The government considers you a single person unless you are married, even if you are dating or engaged.

Or it could just be that when they say “Single” until marriage means they aren’t tied down in the sense of, if man approaches a woman who has a boyfriend. She can say “I have boyfriend.” But the guy is gonna think like “So” because realistically it’s like okay, you didn’t say he was your husband. You can still date, you’re still on the market kind do thing. Like your boyfriend or girlfriend may very well mean the world or a lot to you but does that mean they’re you’re one? It’s plenty of other people with a girlfriend and boyfriend as well and they might turn into someone else’s husband or wife lol. I guess that’s a way to look at it.

I mean I suppose. It just depends on whether or not someone wants to date for marriage. You do get people who date without looking for a marriage partner.
