Well a husband shpuld put wife and kids and wife say husband and kids. So together it's pretty equal and the kids are a priority because they are kids but not at the expense of the husband and wife. As they should be a team together. This is where marriages often fail once kids are born. Because it isn't teamwork. One partner strains the other instead of supports. In my experience usually the man is like a third child wanting to be cared for and looked after and the woman gets burned out and in the end it's easier to parent solo than parent an extra "kid" that should be helping not adding burden. But of course I think maybe a wife places burden on a husband expecting him to work and work to pay for her luxuries and to sit at home whilst kids at school and doesn't look after him too and not consider the long hard days and hours he's putting in and might need some looking after when he gets home. Hence it should be teamwork. Which might look different for different people. Either shared financial responsibility with shared childcare. Or a agreement of "you do this, I do this" but from a place of caring for eachothers needs too.

It depends on the individual. For me, I would say husband until the birth of child. After that, my priority will be my kid at least until he/she is old enough to look after themselves.

In what sense? When it comes to health and safety, parents should put their children first. Otherwise, a husband and wife should put each other first. So there isn't really a clean cut answer.
