My boyfriend didn't spend time or get me anything for my 21st birthday this year. Would you be mad? What would you have done?

Here's the thing. He's 30 years old and I just turnt 21. I'm not a materialistic person. We've been together for 2 years and 11 months. He callled and told me Happy Birthday twice that day and we been made plans to celebrate my birthday or go out. Last year in 2014 we didn't do anything for my birthday and he almost missed by birthday by only 15 minutes left of it. I was upset last year because he didn't make an effort on my birthday so i was hpoing he don't make the same mistake he did last. He didn't show up when he keep saying he was on his way. So the next day he told why he didn't come and i ask him why you didn't tell me yesterday instead you waited to i was already dress, a little upset, and you stood me up. He said he was having car trouble but if he was having car trouble he could of called me the same day as of my birthday to tell so that we could reschelude it next week.
