What does it mean if a Guy catches you looking at him and looks at you for a sec and puts a shocked face? Read details please?

I've never talked to him but I know his sister. Also I've caught him looking at my direction several times. So I was at the park and thought he had kicked his socceball out of the fence and I was looking for the ball but I didn't see it and I looked at him to see if he was gonna get the soccerball and he caught me looking at him and he looked at me for a sec and put a shocked face and just went on continuing what he was gonna do which was go home.
I asked some friends for advice but they don't know what to say they say that what if the Guy thinks Im a little kid since most of my friends say I got a baby face that I look like 12 but Im 15. The guys 16 I think that what his sister told me

What does that mean?
Do you think he might like me or what?
Should I do anything or wait and see what happens?
Please don't say just go up to him and make a conversation he hangs out with a lot of guys since he plays soccer with them and that would be awkward.

Well i dont get the whole picture but i think he was just stunned that you looked at him, and what i am about to say depends what type he is: now he firstly might have thought why is he looking at me and felt ashamed cause maybe he likes you but can't express it. Now the second view he might have thought why is he looking at me dont tell me he lıkes me and got shocked of the idea the friend of my sister likes me...
Now as ı said ı dont know hıs type but you could go and talk to him but not like go talk to him like you are interrogating him just watch his behavior if he is shy around you he might like you if not and he still sees you with eyes like why am i talking to him make set things straight...
