Ask what she's doing before convos so you know if she's busy (that could cause slow/ short replies). Also ask her a lot of questions during conversations but don't text her TOO much, because she might end up putting less effort into conversations if they're too often. Joke around, be as interesting as you can and hopefully she'll follow your lead.
just find a topic she likes and she'll probably start talking :p you just need to find a the topic :p and when you feel the conversation is coming to an end you have to start talking about something else :D don't know if it helps :p but you're welcome :D :p
Mix it up and call her sometime, or hang out in person more. And make sure you ask questions when you text, instead of one line statements, because that's easier for people to respond to. Give it some time and she'll get the hang of it. Hopefully.

Maybe she's the type to think
"oh I'm bothering him" so she likes to keep it short and sweet nothing bad always neat, maybe you should try something to bring her out of her box.
She's probably very shy and over thinks all of her texts before sending them because she doesn't want to accidentally slip and say something that will make you think she's dumb, etc.
Maybe she is a shy person and/or is a bit socially awkward.
Try asking more open-ended questions to her instead of just yes or no questions?
