Why would you consider it rude? The person delivering the food has the job of delivering food. The place you ordered from offers delivery service. What does the weather have to do with it. Now, it might be polite to tip better if it is bad weather. I would tend to do that. How much more is personal issue, it depends on a lot of other factors, like speed of delivery, is it still hot, is the order correct. You have to use your own judgment on that, what was it worth to you not to go out in the rain to get something to eat?
Delivery exists for the purpose of getting that food to you regardless of the weather. For the most part, the delivery guy or girl is also protected from the elements in his or her car. It's not rude, it is kind of expected.
No, that's their job. It's what they're paid for. When it's snowing like all hell I'll order food to work instead of driving somewhere, and I tip them the same I would on a clear sunny day.
Nah I don't think so. A service stays a service and they should have thought about that when they decided to offer that kind of service. Besides a good tip will make up for it :)

No, it's fine. It's a risk that comes with the job. It sucks for them though, so it couldn't hurt to be empathetic and tip them a bit more for their trouble

Nah. I did it this Friday and there was tornadoes and flood.
I think the delivery person appreciates staying busy and making their night go by faster.
If you tip a little more then they won't complain.
A normal tip for you, plus a buck or so.
It's what delivery is there for, just be thankful it is there.
Everyone gets a choice in what job they have. These people chose to drive throgh the rain to order food. You don't have to feel guilty about it.
