You could build a wall around a city back in the day, because flying vehicles didn't exist, cannons and bombs were rudimentary, and you could stockpile food inside of the city. It was also small enough to defend the exterior on the most vulnerable sides.
None of this applies to modern times or to wide borders such as a country border... walls can only deter basic bitches from crossing, it's not going to stop someone who is determined especially if it's so long that it can't be heavily armed the whole way.
But anyway if we interpret the quote abstractly and/or metaphorically... then I disagree, it's more like the opposite. You build high walls when you realize you need to vet your friends better.

The need to build high walls, is to protect, to sheild. We do it in our daily lives. Sheilding ourselves from pain and hurt. But that pain can come from outside as well as inside of us. The wall might be built there to protect one from the foe outside of the wall. But the wall might also be built as a projection of ones own fear, fear of the unknown. And only way to feel safe is to build a wall, because you don't have to think about what's outside of that wall. Sorry if it's messy :) Hope you understood anyways.

Depends if you're taking it as old thing and real walls or new things and virtual wall. I have created a virtual wall so I can be safe from my friends.

After all the dozens of ancient and modern walls created in the world were created to keep out the enemy. No one ever made a wall to keep out friends.

People don't build walls if they don't need them.
To keep people out. A great example is the giant wall Mexico has or all the walls Israel has. Israel has a huge boarder fence on its boarder with Egypt which is rarely breached.
