Technically, it means NO PETS.
But, the REASON for "no pets" is because the landlord is looking for NO DAMAGE to his property. Cats and dogs can both pee and poop everywhere (and cat urine is especially difficult to deal with), and of course dogs can do lots of other damage as well.
A goldfish or something in a fishbowl isn't going to be a problem, but a larger fish tank could be, because it holds enough water that a leaky tank left for a couple of days could do many thousands of dollars in damage. And an escaped hamster could also potentially do lots of damage (chewing wires/causing fires, etc.). A couple of fish in a small fish bowl can't do any damage, and a fish bowl doesn't hold enough water to do much damage even if the whole thing spilled. They also don't make noise or smells.
But... consider this: having a pet of any kind means there's something else you have to pay for, and something else that you have to deal with if you want to take off for a couple of days. When you are young and living on your own, being able to go out of town or just stay across town for a few days is a common thing to want to do, and it can be a hassle to find someone to deal with your pets while you are away, especially on short notice.
in my opinion, it's better to have friends with pets, and get your "pet love" needs met at THEIR place. :)

DON'T ASK. He will suspect you have a pet. Make sure the pet you have/want doesn't make noise and keep it a secret.
No pets means no pets. We're not meant to have pets here. We have two hamsters and a fish tank anyway but it's still risky. The dude gives us at least 24 hours notice before he does any inspections and he doesn't do them very often but I assume that if he did turn up unexpectedly and we couldn't hide them or move them to someone else's house until the inspection's done, we'd be in pretty bad trouble. Up to you to decide whether you want to run the risk.
You should probably ask so you don't have trouble in the future

No pets usually means Cats, Dogs, or anything big or a large group or wild animals that can affect the aapartment. A small fish tank or a small hamster are fine.
Just ask him, he can only say no if he doesn't want them.
I really doubt they would say anything about fish in a tank or even a hamster, it’s usually bigger animals that make noise and are loose that could create foul odors
