I think it can be taken either way, but most of the time I would think that they are actually complimenting your makeup and mean nothing else. But don't worry about anything people say, the only opinion that matters is your own and I think you look beautiful my friend 🙂
No I think it is just a compliment. Now saying you should wear it more often does seem like a back handed compliment. Or other assy comments like, "Oh you're just good with makeup."
