I think it can be taken either way, but most of the time I would think that they are actually complimenting your makeup and mean nothing else. But don't worry about anything people say, the only opinion that matters is your own and I think you look beautiful my friend 🙂

I had a coworker who 'complimented' me like: you dress nice today (my work outfits are pretty much consistent business casual) but with a judging look (no smile) and weird tone. I didn't think too much, just felt she wasn't genuine. When I told my friends about this, they all said my coworker was mean.
