I think you posted a wrong fatality of Liu Kang. It looks more like a stage fatality. So, I'm not counting it.
I think in order to be the most brutal, it should be the most painful.
I think Johnny Cage and Sub-Zero has the same fatality (ripping the head off) and Scorpion and Sonya too (burning down)
But Sub-Zero's should be better because it should be more painful to rip off something than hitting. And Scorpion's should be more painful because he breathes fire than hitting a fireball making the whole process slow and hence, more painful. You don't die instantly by burning. It takes time.
Grabbing someone's heart should seize it and the victim should not be able to feel the pain any further because of sudden unconsciousness. Lack of blood flow should decrease the pain too.
While the electric shock also makes you unconscious, it doesn't do it as quickly as a heart failure does.
So, I'll rate it..

That's only because in the first game, if the victim or the loser is ever uppercutted when they are on that Pit stage background they are guaranteed to fall onto the spikes below.
By default, however, Liu Kang's Fatality is completely bloodless, it just happens because his finishing move involves an Uppercut at the end and since the loser or victim is on that stage.
It's a neat trick to turn his "bloodless" cartwheel kick and uppercut fatality into one with blood LOL.

@YourFutureEx You're thinking about the later sequels. Liu Kang's Dragon-morph finishing move was added in Mortal Kombat 2, and by Mortal Kombat 3, they changed it to "Animality", so that everybody can morph into a creature to finish their opponent off.
@JudgmentDay I think animality was a terrible idea because it took away the exclusivity of some characters.
And yes, Liu Kang's MK1 fatality is the lamest -_- (only second to Armageddon ones)

There is a reason for that lameness. If I remembered reading it somewhere. I think it had to do with the plot and background of Liu Kang, since he's supposed to be a "shaolin monk", killing and murder is forbidden, that's why when his finishing move is executed in the first game, the screen never goes dark, and it hardly looks like a "fatal" or "lethal" move that would actually kill an opponent, with only exceptions to being on the Pit stage of course LOL.
Eventually they scrapped that cartwheel kick uppercut combo "fatality" completely by MK3.

Which is your favourite and the second favourite game from the series?
@YouFutureEx I've watched the movies, I've even read into the plot and background obsessively at times, thus I got hooked on it. As for the games themselves, I've got hooked on it all because of the second game, since that's where it really shined and was the most memorable and because of how successful the sequel was, it turned the game into a successful franchise. Others tried to copy it's success, but failed. Namely, Killer Instinct. Fighting games were very popular back in the mid 1990s.
Right now I'm replaying MK2, the Arcade version on Very Hard, and it is considered one of the hardest, if not, the Hardest Mortal Kombat games of all time. The other MK game I liked was MK Trilogy, all simply because the ENTIRE CAST of characters was playable, INCLUDING THE BOSSES, for the very first time, as in the past, Bosses can't be used by players, and the same goes for some of the hidden characters.

Only if you want a good laugh or too LOL The first MK movie was better than the sequel, either way, they're not perfect, and because neither of them are "R Rated" movies, don't expect the same kind of gory brutal feel of the games.

Sub-Zero, Kano, Raiden, it's really between those three. Getting a head and spinal column torn off, a heart torn out, or having one's head pop and explode when electrocuted, they all looked very painful prior to death.
My vote is going to Sub-Zero for this one. That's head, neck and back pain altogether when it's getting ripped from the body.
Kano. It seems everyone else instantly dies, but he gets to experience pain for a few seconds.

@bubble_tea I guess they had to work with hardware limitations at the time. In the later games, the "burned to death" finishing moves, such as Scorpion's Hellfire Breath, the death of the victim actually lasted longer, instead of a just an instant pile of bones left like seen in the first game.
In the second game, they actually suffer for a few moments and then explode leaving a pile of hot bones and skull left:

@JudgmentDay I don't remember where I got that from, but I heard IRL you can only feel the pain from the fire like for 6 seconds and then you feel nothing anymore. Somehow I imagine you can still process the pain from missing a heart for much longer than 6 seconds?

The most severe burns cause so much damage to your nerves that you are no longer able to feel pain. However, it's uncertain whether you would be able to survive long enough to recognize that you cannot feel pain anymore.
But then again, you have to keep in mind that this isn't any regular flame or fire it's supernatural fire from the "Netherrealm" or MK's Hell, it might have different properties and make inflict way more pain than "natural" regular fire.

Sub-zero hands down. You have to have some serious strength to rip a person's skull and spinal column clean out of their body. Also, that would be one of the most painful fucking deaths I'd think, or the shock would just be too fast and overwhelming. That's seriously fucking hardcore.
On a side note however, the most radical fatalities I've see in Mortal Kombat in any version is Noob Saibot's Twin Fatality

Actually, Noob Saibot's fatalities in general have to be the most brutal.

Tough choice, especially since Sonya's & Scorpion's fatalities are basically the same here. I'm not sure which is worse, electrocution or burning to death, so it's a 3-way tie, in my opinion. Sonya, Scorpion & Raiden.

@Decentguy The arcade versions are the best. Get Mortal Kombat Arcade Kollection or Midway Arcade Treasures Deluxe Edition, if you play on PC.
Don't forget about MK Trilogy too.
Or better yet, just get an arcade emulator program (MAME) and get them ROMs.
Liu Kang's by far. All the others end the opponent quickly while Liu Kang's leaves them writhing on a spike.. uggghh!

If we gone by the retconned updated plot in Mortal Kombat 9 (2011), then technically speaking:
Noob Saibot IS MK1's Sub-Zero.
Because if you remember by the second game, the Sub-Zero in the later games is the younger brother of Sub-Zero from MK1.
Apparently, the Sub-Zero in MK1 had been killed by Scorpion in retaliation for what he had done to Scorpion, Scorpion's family and clan. After MK1's Sub-Zero had been killed, he became resurrected by Quan Chi as Noob Saibot.
To complicate things even more, Quan Chi was the real conspirator and responsible for the death and destruction of Scorpion's family and clan and had actually FRAMED Sub-Zero's older brother:

Makes perfect sense. In Mk X Scorpion with the skeleton skull was raised by Quan Chi to hunt down Sub zero to avenge his clan.
