As an American, I do consider it to be rude, as do a lot of other people.
It's one of those things that most parents teach their children. "Elbows off the table," "Eat your vegetables," "Don't talk with your mouth full."
Mostly, people don't do that, in real life, even here. When you see it on tv shows, it's a way of moving the narrative along. They don't want to waste air time, or lose the audience's interest, by showing characters eating in silence for five minutes.
The fact that it's still rude/disgusting is seen as "acceptable" in the eyes of the directors, though, for some reason.

It's because their mouths are never not full

I'm American and I don't do that. That's a generalization and exaggeration in movies and tv shows. It's like porn, not everything you see in there is realistic. Just people with no manners do that. Not all of America.
Who cares, people can do what they want

It probably has to do with the person’s upbringing, but it does not make it any less disgusting. My mother talks with her mouth full all the time, then would roll her eyes at me when I tell her to stop. What really gets me is reminds me that she’s my mother—like that is supposed to excuse anything. X (
