My dad used to drive me nuts.

"Till" makes perfect sense. It is like "UNTIL"
It is a quarter (15 minutes) UNTILL or "TILL" 4.

My dad had this thing were he'd say it is "a quarter OF four"
He'd explain it but I could never remember what "OF" meant. Is that 4:15 or 3:45. To this day I still can't remember. I hated when he'd use "of" when saying the time.

3:45. And it's called that because an hour is 60 minutes. 3/4 of that is 45 minutes. 60 - 45 = 15. 15 = 1/4 of 60 or an hour. 1/4 means one quarter.

Yes, it's 25 cents, when it comes to money. Quarter means one fourth of something ( 1/4 ), and a quarter of a dollar is 25 cents.
But since an hour has 60 minutes, a quarter ( or one fourth 1/4 ) of 60 minutes is 15 minutes. So when someone says a quarter till 4 it means 15 minutes till 4 o'clock or 3:45.
