So I was wondering what that emoji means does it depend on what a girl sends it with or does it have one set meaning etc it's the emoji where it's smiling and has 3 hearts around it

I use it to convey absolute happiness and pleasure at something guy has said or done. I only use it with guys I really like attraction/romantically wise. If a guy uses it with me I take as them thinking what I said was sweet, cute and or loved it! A lot! The mors in a row, the higher the love/pleasure/happiness.
