During an interview if the interviewer doesn't take notes is that a good or a bad sign?

I'm qualified for the position. I get the role/responsibilities. I have the experience.

The conversation was engaging enough. I got the jest of what she was getting at.

But she didn't take notes. There was some scribbles on the front pre-interview but couldn't make them out.

can be anything.. depending on the person who is doing the interview on how they take notes, perhaps they only write down bad qualities and others write down only good qualities, while others write down everything and maybe some just record... perhaps nothing was bad enough to write down or good enough in that case either but don't be negative about it, it really can be anything, just always try your best.

Neither have I that's why I'm wondering if she's already made up her mind & the interview was just a sort of hello / confirm that I was worth hiring.

Usually they do, probably just jotting notes down like hire this person that date, all I can think of, usually when I go to an interview I'm basically already hired they just confirm it
