The reason taping it up and using it, or having the bill replaced is a better option is simply; because the amount of technology needed to actually repair any one piece of currency would probably be ridiculously expensive, and quite frankly doesnāt currently exist.
Secondly the definition of forgery dictates the alteration, repair, printing, or modification of any type of bill via technological, physical, or any other means to be dictated as forgery unless otherwise approved by the US treasury. In other countries obviously there are other bodies that control the production of funds.
Nevertheless this dictates that thereās never really a real way to fix a torn bill. The best way to go about it is simply turning it into your bank for a trade out, or taping it up and using it. It is not your responsibility nor is it your job, and by turning it into the bank they will send it to the treasury department of our country. The treasury will then shread, wash, and break down the bill of currency to reuse the material for new bills. About 90% of all returned material to the mint is recycled.
So donāt try and fix it with anything more than simple low grade tape, and or simply take it into your bank to be recycled and reprinted. The bank will exchange your currency.

My friend told me if you go to the bank with a ripped $20 bill, they will give you $10 if more than 50% of the bill is in tact. That is how you can get a non ripped version of two $50 dollar bills.
shred it up & put it in a a pot of water until it turns to mush, pour it into a paper mould and leave it to dry, then take it out and it'll be rip free

If it's a very small tear, you can just spend it. If it's a bigger tear you can tape it. I remember someone taped together a 20, and it was accepted. Granted this is all with actually giving a real person money, so if you intend to use it in any other way, it may not be accepted.
Let me tell you a trick , go to a vending put the 100$ note select an empty spot the vending machine will try to fetch product from empty slot then it will return the money but a different note.
