The correct answer is Sao Paulo Brazil, not Rio de Janeiro

Sao Paulo has 12 million people, Rio only has 6.4 million
The polluted river is the Pinheirus; Rio has a bay, not a river
The nearest ocean is Santos; Rio is on the ocean
Sao Paulo's 13 lines, 157 stations is massive compared to Rio's 3 lines, 42 stations
Sao Paulo has the largest Japanese population of any city outside Japan, hence the Sumo gym
