Name the City - #8?

This is a question in the series on Cities of the World. Each question contains several things about a city and the goal is to guess what city that is. Unlike the country questions, there is no starting letter hint. We'll try to have a new question each day.

Hint: The city may or may not be one of the cities in the picture.

Things about this city:

The correct answer is Shanghai China.

Some details...
The Huang Pu river, from the Yangtze, flows through the city into the South China Sea
At 632 m, 128 stories, the Shanghai Tower is China's tallest
Though its 8 time zones wide, all of China follows Beijing time
Its rail system is 765 km long and carries 10 million per day
The maglev to the airport travels at 430 kph
Residents speak Shanghainese
Nixon visited in 1972, the start of US-China relations

The country is large, but only has one time zone. (this makes it a trick question) I didn't know this myself until recently.

Nixon visited in the early 70s which ended a few decades of no diplomatic ties. He also visited another Communist country to open ties with that country (eventually leading to nuclear disarmament).

Nixon received two pandas as a gift. I think they were named Ling and Lang, or something similar. I think they were housed in the DC zoo. I think they tried to breed them in captivity which is very difficult. I don't think they were successful, but can't remember for sure.

It's not the capital, so it's not the B word. (Plus the B word is not on the coast so not an estuary.) So I'm gonna guess the S word.

Shanghai?

I really don't know and I originally thought Dubai, because I'm pretty certain it's not the capital, but I'm not sure if the country even has 27 million people there.

China has it's own version of London, so maybe that's it.

Toronto's coming to mind now after reading your description again, as I know it's not the capital.

It's really hard, but I'll go with Shanghai, but I think I suck at the City series of this, lol.

I will guess again, on this one. This is tough but I have seen or read about a city having a Disneyland too. The fastest train has me thinking it's in Europe. I was going to go with somewhere in Spain, they speak Basque in the north, there but it's not related to Spanish at all. I'm also thinking of a city in Japan, although I can't think of what city besides a large city such as Tokyo having Disneyland. You got me.
