Are your surprise even some scammers or liars (or bad criminals) have codes too?

Even some criminals have codes too. There was a case of a robber that scammed, lied and stole from others but never from his own father. Or the case of a thug/mafia type sentenced for life, a real horrible person, letting himself get slapped several times by his mother (scolding him what a bad man he is, etc). He didn't answer back. He had one rule himself... he can be a horrible criminal but who ever dares hit their own mother crosses the line and is worse than a cockroach.

Is this surprising?

In the old days there was an understanding that you did not retaliate on somebody's family. That all went out the window with the drug cartels. Nothing is off limits for these guys.
