The only devices capable of seeing things as small as neuron synapse points are microscopes, which are not able to scan through objects like a magnetic resonance imager, thermography machine, ultrasound machine, or x- ray machine can (none of which show anywhere near that level of detail). So in order to see a given person's neuron configuration you would need to do a very comprehensive and careful autopsy, and even then you run the high risk of causing too much damage to the parts you are trying to examine.

Autopsies in people are very rare, usually done in criminal cases or other investigations, rarely in cases where people donate their bodies to science, but in either case the person is dead, so you wouldn't be able to see why or when electrical signals get transfered while thinking, and the study group would be far too small to convert into a statistic even if you could.

Studies on other species, for example parrots and chimps, concluded that you don't need the same type of neuron configuration to achieve the same mental capabilities (parrots have walnut sized brains with very differently packed neurons, but are capable of human like thinking, for example), proving that the way an individual thinks doesn't correlate with structural differences in neural networks in any way thats predictable/consistent, so you wouldn't be able to extrapolate any data suggesting a "normal" range within any given species, even if you ignore that dead organisms can't think during an autopsie.

Furthermore, devices that can see parts of the brain "light up" while a person is awake or asleep, have shown very inconsistent results from person to person, despite being given the same tasks, having the same conversations, or being asked to solve the same problems, even among the same individuals retaking the same kinds of tests or similar tests, results varied heavily, suggesting that brains are very plastic, and that they can re-route thought based tasks in any individual, at any time, when needed, resulting in no set standard for neuron configuration or use.

Also, studies on how evolution works and how speciation is just gradual change with no clear line between species, further reinforces the idea that individuality is too variable to have normal neuron configuration standards, and the physical differences in brains between already autopsied humans, seem to credit this.

So no, normal does not exist, unless you count variation as normal, as is seen with pretty much every other part of the body.

If we take this idea to the extreme, we can look at cephalopods, which have very similar functioning eyes, that are built differently, and minds that are decentralized, spanning its entire body instead of just the head, but can still problem solve just like humans despite those extreme neuron configuration differences (and despite being closely related to clams and snails, not tetrapods.)
