Why do people always build them outside instead of underneith the house?
I always wondered that however the only thing I can think of is if the house is destroyed & the shelter was underneath the house debris can block you from getting out. The same thing would go if the house catches fire you would want your shelter always from the house.

My ex-wife lives in Oklahoma, and there are a lot of tornadoes there.
I would have one too if I lived there.
I know a house nearby has one he trys to hide it with bushes but I remember seeing it when the bushes were first planted
When I was a kid one of my neighbors had a fallout shelter
I don't. We do not even have basements here because are nearly at sea level so any such shelter would have to take that into account.
