Why are most bullies sorry only if their victim becomes more successful than them?

Not all victims of bullying become highly successful but when it happens, suddenly most former bullies are sorry. Why?

This is what happens if the victim moves on in life, has kids but doesn't become as successful nor wealthy as the bully:

The former bully (however he resigned by now... his reputation suffered ever since) is heard laughing even after 35 years later; he still finds it funny.

I have never seen a bully become sorry ever, most of them don't even think they are/were bullies. As this super superintendent clearly doesn't recall it. He likely did it to soo many people that there is no way he could.

At the same time, if he thought it was just fun and not bullying then he also would not recall it.

By the time many bullies become adults, they either become criminals or they get responsible and then act like their victims are long time friends that they don't understand. I've had cousins who bullied me that when we meet, I want nothing to do with them and they act like, why, what did I ever do?

Right, and bullies clearly seem to forget it or they think it wasn't a big deal if they remember it.

Bullies are nobody's who 99% post anonymously or Catfish other people's profiles passing it on as their own. IRL you hardly ever see bullying
