It's interesting how some people answered by describing the time shown on the clock, while others went way outside the box.

It looks like if you want 24 hour time, you read the outer numbers in the early part of the day until noon, then after noon, you read the inner numbers, with the small hand. So it would be 20:19:54 in 24 hour time. Or, 8:19:54 PM.
