He probably doesn't understand what they're for. Animals generally don't do anything unless they get something they want in return. A dog wants interaction but cats rarely do. Try tapping into his hunting instinct by twitchiing a toy on a piece of string slowly along the floor like it was trying not to be noticed. This will arouse it's interest more than fast movements.
not all cats are the same... not all of them are as playful either
also, younger, actual kittens are the most keen to play, but even then... they might decide to play on their own, also their own ways
and then, it might be possible that they could be sick, or tired, or hungry or just not in the mood...
don't try to trick or to force cats do things they don't feel like doing, lol...
