Yes. We have social health insurance based system but If you want more than bare minimum you have to pay or you belong to political or high ranked uniform cast that deserves treatment in so called "army" hospitals with very limited places. In my branch even those privileged mofos have to pay but they have the money.

Hospitals cannot turn anyone away that does not have e insurance. They just charge the people who have insurance more money to make up for it.
