When I was in Montreal, they would rope off city blocks. When I was a kid, a city worker died from ice falling off a five story bank.

I was thinking about how it could be a murder weapon and maybe that’s how some people were getting taken out and it might look like an accident, I saw in a movie where they had bullets made of dry ice so there was no evidence afterwards
