a federal tax to cover medicare for those on it. it is supposed to be used to cover you later in life once you retire and get on it yourself, roughly the same thing as social security tax.
It's a payroll tax. If you are working on the US you are paying it.
It a stupid tax making it one more thing to get in the way of people who need to get medical care!
