Would covid affected less lives if more regulations were in place before the pandamic?

So in a certain country 4 months before covid i caught a horrible infection at the airport. My flight was delayed so i was stuck with many people for 5 hours. It was really crowded. What struck me there was zero hygine. Everyone were coughing without a mask. Spitting in the bin. Once i arrived to my destination i fell ill. I never had such an infection. I was in bed for 8 days. Just sleeping. Could not move. Fever. I contacted that countrys airport and begged them to added some regulations by forcing everyone to wear a mask at airport. And add some precautions because i was positive if someone old caught that infection they would never have survived. The airport officials ignored me then. 4 months later covid happened
