It's possible. Have you ever heard of "The Line" in Saudi Arabia?

But just because it's possible does not mean it's cost effective. And cost drives everything in a free-market.

Also, and I'm no expert on this part so it's just conjecture on my part. But, there are different types of desert. I don't think you can put the Sahara and the Mojave in the same classification. I've in China's desert regions that "desertification" is a problem. In certain paces the battle against the sand is constant problem.

To reconstruct a vast empty desert, you need a vast area of land to turn into desert.
that would cost a fortune.
then you need to move millions if not trillion tons of sand (working off a desert being sand)
then you need to build houses and ensure sufficient water available and food etc.

It is possible but ridiculously expensive.
