They pay for your loss in value minus deductible, not replacement cost. Those are two different things. They also will not pay you more than the current value of the car. That may be substantially less that what you paid. It might even be less that what you owe on it.

If they low-ball you, try to negotiate a higher price. Get proof of the cost to fix the car and proof of the current market value. You might get them to increase what they pay. If you know for sure that they are not paying you enough, you can take them to court.

If none of that works, you just have to eat your loss. Just remember that they do not pay replacement cost. You can get a better policy, but that can get expensive.

What kind of car what year did they total it how much was owed on it and how much do they pay

If it's not totaled well even if it is I guess depending on the car but still your car if the insurance paid a certain amount you can buy it from the insurance company for a hundred bucks and part it out if the motor still good if it has low miles on it same with the transmission tires all this stuff and can it be. Fixed

I don't even think insurance firms have insurance

You have to eat the difference between what the value of the car is, determined by the insurance company, and the cost of what the same model/year replacement cost would be, which also depends on what your deductible is. They are definitely not going to give you what the price of a brand-new car will be.
