We've only had domesticated horses for the last TENTH of the time we've had domesticated dogs. We had domesticated donkeys for three thousand years before anyone succeeded with horses, and they get even LESS love. But sure, horses could use a little more appreciation.

Dogs are fine being in a pack with humans. I don't know much about horses, but as I understand it horses are not. They need other horses no matter how well their humans treat them.
