Why is it that in America when we must speak with a customer service representative they give those jobs to people that don't speak English?

Sometimes when I call customer service at any given company anymore I am immediately transferred to a call center in India or another foreign country. It's so frustrating as I can't understand what they are saying. If you ask for someone who speaks English there, they disconnect you.
When I was looking for a job years ago I would get all dressed up and use my gas in my car to go through the entire interview only to find out that they want someone bi-lingual, which I am not. It took me 14 months to find a job and I only got the job because that company only had Caucasian clients.
Why is it that in America when we must speak with a customer service representative they give those jobs to people that don't speak English?
