Should parents penalize their children for defending themselves?

Growing up I was told to stay out of trouble more than I was ever told to defend myself, I learned to defend myself on my own, I also got into a lot of trouble growing up but I believe that ends with me, I want my children to defend themselves even if it gets them suspended or expelled, if it's not their fault I wouldn't hold them accountable for them defending themselves because I believe that really effects them mentally, to grow up with a bully or something, id rather they feel comfortable knowing they can defend themselves rather then be scared of their parents and let themselves get bullied or whatnot, id imagine there would have to be rules tho.
