Why do schools punish students for defending themselves?

I spent a lot of time in in school or home suspension due to fighting. It started early elementary school and picked up a lot during middle and high school. I was never punished outside of those short stents in suspension simply because the school staff knew the people I was getting into fights with where bullying myself and others.
But it was the kind of situation where the school board and some parents wanted me punished for fighting. So the school staff had to punish me due to their hands being tied. Ultimately though it wasn't much of a punishment. Because if I was kicked out it would have blown up in everyone's face due to more parents and even teachers taking my side over everything. Also at least when I was on suspension at school or home I could do my school work and not have to interact with idiots that where starting crap with me.
Especially in the litigious U. S., legal-liabilities.
Who wants to be sued, become infamous in the news, and suffer job-loss? So, they coddle bullies… until the bullied victims snap, bring a gun to school, and exact revenge. It's ridiculous, but they do it.
Maybe you're right. They're too lazy to investigate but that's wrong. It's like charging someone who is innocent.

That would be true if it was impossible to change, but it’s not.
They do. Because their goal is to shape you into a compliant worker drone that will put up with anything.
Also not defending yourself and reporting what happened afterwards never leads to justified results…
