Mostly the ones that are born deaf, cause I really doubt they know what any of the letters in the alphabet sound like which means they can't think of sound, they probably think and imagine 👌🏼🤌🏼👍🏼🫰🏼🤙🏼🖐🏼☝🏼🤚🏼👋🏼🫱🏼🫳🏼✊🏼

Deaf people can learn how to speak (with oscillator based training, if I remember correctly). I knew one such guy. His voice sounded a bit pressed, but perfectly understandable.

So they have to learn by knowing words that can go together instead of actually reading it, they have to memorize the patterns they can use mixing words, they have to know "I like chicken" go together in that order and not "chicken like I"
