Can someone tell me what this piece is called and do you know if the HOA covers it since it was pouring water?

It looks like your ac air handler. The condensation it collects should drain through the white pvc pipes that go through the outside. If they get clogged, the condensation has no place to go. It will eventually overflow in the drain pan and into the house

Looks like the return on your AC unit for your condenser and maybe your HOA covers it if it’s a condo and you’re paying maintenance

The water is probably coming from the catch pan from all the condensation and maybe the drain that goes out to your gutters is clogged and it’s overflowing the pan

will I have to call the hoa to see if it covers it? Or what if they lie about that.. I’m sorry this is all new to me. My condo got flooded a few weeks ago

It depends if you own the condo or not but usually you own everything inside and you might be responsible for covering the repairs for that, but it is part of your heating and air conditioning so it’s hard to say it really depends on your contract with them. My sister owns a condo and she had to actually replace the unit and pay for it herself.
